Franchise Owners
Family Owned and Operated since 1994
Budget Blinds is a family-owned business that has been providing quality service to the Davis county area for nearly 3 decades. The original company was started by J Dell and Beverly Lee in 1994 with their daughter Carri Neff, they specialize in custom window blinds, shades, drapes, and more. J Dell sold the business to Carri in 1997 but continued to work till he passed in 2017. Carri and her husband Lin Neff have 4 children, Chamberlin Neff, Chris Neff, Shelby Taloa and Lindsay Fekitoa; as children they were always around to lend a hand, they were either cleaning the warehouse, canvasing and putting out new flyers, or unloading and loading blinds in the truck to help their Grandpa with install preparation. While the three older kids moved on to other careers outside of Budget Blinds, Lindsay continued to help out in the company till she left for college, that is where she met her husband Efi Fekitoa, in 2003 they began dating and married in 2004. Efi originally from Ha’apai, Tonga, immigrated in 2000 after he completed an LDS mission in Portland, Oregon. He moved to Utah once he was accepted into Snow College. Efi started working for Carri in 2007, servicing the Park City area, he quickly understood the importance of working together with purpose and supported Carri in the family business. Carri's health started to raise concerns in 2013, she found out that she was in kidney failure; Efi immediately stepped up to ensure that Carri could focus on her health, in 2016 she received her kidney transplant. In 2020 Carri started to discuss retirement with Efi & Lindsay and wanting to spend more time with her 10 grandchildren, this discussion was brought into fruition in January 2021, Efi & Lindsay purchased Budget Blinds and are now the owners of the third-generation family company. They are proud parents of 4 children who happily carry-on their ancestors names. Feleti, Siaki, Leila, and Malakai are now in the same position Lindsay and her siblings were in by completing smaller tasks to help the business to continue to grow.
